The CIS stated that at “15.8 % of the whole U.S. inhabitants, the foreign-born share is larger now than on the prior peaks reached in 1890 and 1910” and that “No U.S. authorities survey or census has ever proven such a big foreign-born inhabitants.” 

It cited the Census Bureau as projecting two years in the past that the foreign-born share of the U.S. inhabitants wouldn’t attain 15.8% till 2042.
